  • Yes, the minute hand is pointing at the 3 which is 15 minutes after the hour. The hour hand is between 3 and 4 and closer to 3 than 4, so this is reasonable.
  • No, the minute hand is pointing in the right place, to the 3 which is 15 minutes after the hour. But 15 minutes is 14\frac{1}{4} of an hour and the hour hand is pointing to the 17, which is almost halfway from the 3 to the 4. The hour hand should be closer to the 16 than the 17, like this:
